Carbon County Planning Commission minutes, 3 March 2026: two Altigen representatives presented 'a microgrid enabled industrial and energy campus' east of Wellington; 'Altigen would like to build up to a 3 gigawatt campus where they can do industrial and data centers'; they would 'build out power shelves and lease them'; and Altigen 'has been working with Enbridge, Williams Gas and Rocky Mountain Power' (no record from those companies about the project was found). Carbon Community Economic Development Board minutes, 21 April 2026, under 'Economic update' by Commissioner Larry Jensen: Altigen is 'a company that builds gas-fired power plants for data centers'; the project, nicknamed 'Jurassic Spark', 'involves 1,200 acres, with the potential to build a 250-megawatt power plant in four months', with a long-term goal of three gigawatts; Altigen met the BLM about a right-of-way for 'a 24-inch high-pressure gas pipeline extending from the Soldier Creek area down to the site'; fully built, the power infrastructure would be 'valued at three billion dollars' and the data centers 'an additional ten billion dollars'. On 20 May the County Commission voted to approve entering into 'the beginning stages' of a BLM pipeline right-of-way agreement for Altigen (mine-050). At the 6 October Planning Commission meeting (the county's audio recording; only words both of two transcriptions agree on are quoted; times are approximate), the company's speakers said 'we're an energy developer' (about 0:14:51); that it had been talking to county representatives 'for almost two years' (about 0:29:50); that its project and Valar's 'are not connected. They are completely separate' (about 0:30:16); that an earlier purchase in the county 'didn't work out' (about 0:31:08); that construction would mean 'about 1,400 jobs' (about 0:32:20); that it would recycle its wastewater ('It's 99%', about 0:22:09); and that 'before we can even get our financing for this, we have to have a conditional use permit' (about 0:47:04). The commission tabled the permit (dir-015).
