The same suite is the address of Altigen, LLC, Altigen Manager, LLC and Altigen Advisors, LLC (Wyoming filing numbers beginning 2024-; Altigen, LLC is also registered in Utah) and of Altigen Oil & Gas, LLC (Wyoming filing number beginning 2026-). Duct Tape, LLC is an active Utah company with a Price address and the industry code 531390, other activities related to real estate. The company's website says: 'We build, own & operate large-scale behind-the-meter and off-grid power assets for AI & high-performance compute (HPC).' Searched 8 and 9 October 2026, none of these names an Altigen company: the Utah Division of Air Quality's list of current notices of intent (new and modified sources); the Utah Public Service Commission's site; EIA's August 2026 inventory of U.S. generators (EIA-860M), planned and operating; BLM's NEPA register; the Utah Division of Oil, Gas and Mining's operator list; and the Division of Water Rights' points of diversion. In FERC's eLibrary, 'Jurassic Spark' found nothing, and 'Altigen' matched two filings (testimony and exhibits) in an unrelated Southwest Power Pool rate case (ER24-254) that were not read. The one water right of record with points of diversion on the permit land is 91-3260, owned by Duct Tape, LLC: a diligence claim to Soldier Creek water for stock watering, with an 1869 priority. At the 6 October meeting the company said its first water would come from existing industrial water rights it is negotiating for (the county's recording, about 0:22:32), and that it would recycle its wastewater (alt-002).

The county parcel map compiled by the state (UGRC, data current as of 26 November 2025) lists 2A-1320-0000 at 640 acres (all of Section 36, T14S R11E) and 2A-1656-0000 at 600.74 acres (in Section 2, T15S R11E, drawn as 21 pieces), both in the assessor's class 'Commercial', with land market values of $147,050 and $143,124. The permit item names those two parcels; the application's vicinity map covers all of Section 2 (dir-015), which the parcel map also divides into 2A-1656-0001, 26 acres owned by the Utah Department of Transportation along U.S. 6 (the state's government-owned parcel layer), and 2A-1656-0002, 13.39 acres, class 'Commercial', valued at $77,576. The government-owned parcel layer shows land owned by the United States of America beside both sections.

Now we're doing it at a much larger scale', and, under 'Proven Experience': 'Our team was among the first in the US — and worldwide — to build and energize an off-grid power solution of 300MW for AI/HPC.' The page does not name the facility. No Altigen company appears in the copy of the Texas business register searched (OpenCorporates, 9 October 2026), and the records read do not confirm which facility the website means or who developed or sold it.

Of the Altigen companies at the Lehi suite (alt-001), none appears in the permit, utility, generator, federal-review or water-right records searched (alt-003), except through the Jurassic Spark permit (dir-015) and the county's pipeline right-of-way vote (mine-050). Altigen Oil & Gas, LLC (Wyoming filing number beginning 2026-) is not on the Utah Division of Oil, Gas and Mining's operator list (9 October 2026). Other companies with Altigen in their names are registered elsewhere, including three Wyoming companies at a Sheridan, Wyoming address (one of them also registered in Ohio) and Delaware companies. One of these, Altigen GP, LLC (Delaware), was registered in California in the same numbered run as three of the Lehi companies (California branch numbers B20250126638, -681, -693 and -712); no record read shows who controls the others or ties them to this group beyond the name.

Carbon County Planning Commission minutes, 3 March 2026: two Altigen representatives presented 'a microgrid enabled industrial and energy campus' east of Wellington; 'Altigen would like to build up to a 3 gigawatt campus where they can do industrial and data centers'; they would 'build out power shelves and lease them'; and Altigen 'has been working with Enbridge, Williams Gas and Rocky Mountain Power' (no record from those companies about the project was found). Carbon Community Economic Development Board minutes, 21 April 2026, under 'Economic update' by Commissioner Larry Jensen: Altigen is 'a company that builds gas-fired power plants for data centers'; the project, nicknamed 'Jurassic Spark', 'involves 1,200 acres, with the potential to build a 250-megawatt power plant in four months', with a long-term goal of three gigawatts; Altigen met the BLM about a right-of-way for 'a 24-inch high-pressure gas pipeline extending from the Soldier Creek area down to the site'; fully built, the power infrastructure would be 'valued at three billion dollars' and the data centers 'an additional ten billion dollars'. On 20 May the County Commission voted to approve entering into 'the beginning stages' of a BLM pipeline right-of-way agreement for Altigen (mine-050). At the 6 October Planning Commission meeting (the county's audio recording; only words both of two transcriptions agree on are quoted; times are approximate), the company's speakers said 'we're an energy developer' (about 0:14:51); that it had been talking to county representatives 'for almost two years' (about 0:29:50); that its project and Valar's 'are not connected. They are completely separate' (about 0:30:16); that an earlier purchase in the county 'didn't work out' (about 0:31:08); that construction would mean 'about 1,400 jobs' (about 0:32:20); that it would recycle its wastewater ('It's 99%', about 0:22:09); and that 'before we can even get our financing for this, we have to have a conditional use permit' (about 0:47:04). The commission tabled the permit (dir-015).

The Carbon County Planning Commission's notice set its regular meeting for 6 October 2026 at 4:30 p.m. in the Commission Chambers, 751 E 100 N, Price (in person only per the notice). Its one permit item is a conditional use permit for 'a phased Technology Park and associated infrastructure located East of Wellington' on parcels 2A-1320-0000 and 2A-1656-0000 for Altigen JS, LLC and Duct Tape, LLC (csite-012). The application's vicinity map ('Project Jurassic Spark', added to the notice 28 September 2026) covers all of Section 36, T14S R11E and all of Section 2, T15S R11E, along U.S. 6. County parcel records list 2A-1320-0000 at 640 acres and 2A-1656-0000 at 600.74 acres, both assessor class 'Commercial' and neither in the state's government-owned parcel layer (privately owned); the county zoning map shows both in the Mining & Grazing zone, though Carbon County Commission minutes of 3 January 2024 record Ordinance 574 changing a 13-acre portion of 2A-1656-0000 from M&G to C-1, which the map layer does not show. In May the county agreed to begin holding a BLM gas-pipeline right-of-way for Altigen, whose stated plan is natural-gas power plants on private land east of Wellington (mine-050). The project lies about three miles southeast of Section 28 and about four miles from Section 16, which the state approved leasing to Valar. At the 6 October meeting (the county's audio recording), the attorney advising the commission said the application, received about two weeks earlier, was very large in scope: a project whose first phase would be power generation and which 'ultimately may include data centers, critical minerals processing, semiconductors' and manufacturing. He set out the test the commission must apply (whether the 'reasonably anticipated detrimental effects' can be mitigated), said a decision either way needed 'substantial evidence' and could not be 'arbitrary or capricious', said the county was still identifying the project's possible uses and effects, and recommended that the commission 'table this for one more month'. The commission voted by voice to table the permit, then amended the motion to table it until its next regularly scheduled meeting, with November 10 named (recording, about 0:48 to 0:53). No link between this project and Valar was found in the records read (as of late September 2026).

The Carbon County Commission's 20 May 2026 agenda listed, for possible approval, a partnership with ALTIGEN ('Jurassic Spark Project') on a natural gas pipeline right-of-way across BLM land. The minutes (scanned) say Altigen intends to build natural gas power plants on private property east of Wellington; that BLM offered Carbon County the option to hold the right-of-way for a pipeline across the North Coal Creek area; that Altigen will bear all environmental work, costs, maintenance and erosion control, and the county is not paying; and that the commission voted to enter 'the beginning stages' of the right-of-way. No BLM right-of-way case naming Altigen or Carbon County created since June 2025 appears in BLM's public layer as of late September 2026. No record read links this project to Valar.
